At the end of 2004, I joined the team of the Public Works Bureau, Tainan City Government that was the second time for me to return and live in Tainan following my studying period. Either a tranquil small town some years ago or the bustling street today, Tainan with her several hundred history has given me a special feeling---a humanized city blended with abundant human culture and dense human warmth.

“Humanized Construction” is further becoming a target for the Public Works Bureau of Tainan City Government to work for; the said unit assumed that construction is to satisfy user’s demand. Judging from citizen’s view, it shall be proceeded with a sustaining spirit (of the city). Under such thought, the Public Works Bureau has thoroughly remold itself in recent years to break not only the mountains of difficulties, but also overcome the municipal issue difficult to solve for many years, demonstrating an achievement and progress which is to be obvious to all.

One of the issues worthy the most to mention is comprehensively starting the sewer construction and substantially increasing the speed to apply for a construction license, or ratify the license to be issued. Simultaneously, the construction authority has also passed the authentication of ISO 9001 and obtained the relevant certificates to display an excellent quality to serve people. Constructions of multiple road systems have gradually implemented the wonderful blueprint of the Great Tainan Living Circle; the engineering to manage the Chaitoukan stream and other rivers is to protect life and possession of the inhabitant living in either bank, and to enhance the local development; the reconstructing project of the Hai-Nan Underground Street is returning a quality space to citizens, showing the great vitality that team of the Public Works Bureau fears not any hardship; Secure the administrating right of the Asphalt Recycling Factory from the Construction and Planning Agency that doubles the working efficiency to repair road, and set the broadband network system that allows Tainan become a E-city, and links the it with the future.

Working teams of the Public Works are not only valued at results, but also, at the process. The sustainable environment maintaining a harmonious relation with the Nature is the primary consideration for the City Government to conduct any construction, thus, the ecological process becomes the top priority in constructions. On the other hand, integrating user’s feeling with the engineering shall be an important affair to the constructing unit, so team of the Public Works conducts the large projects as the sewer construction, river management, and road or bridge erection, and the small one as the pavement scheme, old street and street corner reconstruction. In these processes, we are keeping an interactive communication with the residents in communities all the time, much more mayor Xu and other chiefs who are often visiting jobsite to supervise the engineering quality. We are equally attentive to provide citizens a superior quality living environment and delicate engineering service.

In the future, regardless of the Water & Birds Park, development of Yukwang Island, convenient transportation in the Great Tainan Living Circle, Canal Rebirth Project, continuance of photo-electric city construction, and the sewer construction in the quality city, the Public Works Bureau of the City Government will hold the identical spirit to work hard for the city, and hope the humanized construction able to bring more vitalities into Tainan City, becoming the most dazzling city in the international stage.
