Everyone would find that Tainan has been changed in recent years, becoming brighter, more open, more modernized, and more vital!

Tainan has been transformed and progressed since 2002 through the yearly reconstructions as “Rectifying and reform year”, “Commerce- recruiting and constructing year”, “Environmental reforming year”, and “Healthy city year”. In various traditional festivals, the historical monument is rejoined into Tainanist’s living culture. The brand new streets give the ancient city a brisk and bright rhythm, meanwhile, more and more green parks make the city more refreshing and higher quality while the convenient traffic nets bring a new order.

Nearly 200 manufacturers deployed in the Science and Industry District decrease the rate of unemployment and increase the entire environment evidently. A series of international activities held in Tainan were not only creating commercial opportunity and vitality, but also, with an excellent credit of environmental protection, obtaining an authentication issued by WTO as the healthy city to break through our diplomatic predicament, becoming a member of the WHO West Pacific Healthy Union, and enhancing the international visibility of Taiwan City, all of which speeds up the enhancement of Tainanist’s honor feeling and their satisfactory degree of living.

A credit like this, of course, it shall be attributed to all municipal teams whose persistence fears not the toil, especially, various units in related to the Public Works Bureaus who promote diverse constructions like wildfire in the process of administrative reformation. These visible or invisible constructions have set up a good and stable foundation for the municipal construction of Tainan. I would like to score 99.9 marks, a credit nearly perfect, to affirm the reformation of the public works team advancing the public engineering.

The teams of public works fix attention on the public welfare from a long-term view to demonstrate their boldness and wisdom, ignore the difficulty and pressure, and accomplish substantially various constructions, particularly, the unsolvable municipal burden for many years such as the underground street of the Hai An Road, or the invisible sewer, all of which is a matter of the long-range program and major construction. To realize the realistic condition and enhance the city visibility, I was personally visiting each city corner, and carelessly running between Central Government and Tainan to strive for funds many a time; not but that everyone may not read the process, the contribution to enhance citizen’s quality, however, can be perceived by all of us.

A common consensus I believe, it shall be existed in the team of public works; all toils or efforts are for all folks in Tainan to be living in a better life and creating a human communal value, not to mention to make the city further active and vigorous sustaining development.

I further believed, in the ten years oncoming, the southern high-tech industry will surpass the north, and the relevant effects shall drive the regional development. Tainan City Government engaged in foundation works is prepared to greet the beautiful day in the future. The year of 2006 is the “Year of Social Welfare” proposed by Tainan City Government, including the non-obstacle facility, traffic system, mass transit, green buildings, and sewage disposal system; all of these municipal constructions are important cornerstone for social welfare. I convinced, under the concerted effort, the municipal team will lead Tainan to a new-era milestone.
